존경하는 베네딕토 16세 교황님께,

안녕하세요? 

저는 대한민국 국회의원직을 끝내고 대학교수로 돌아가게 될 박선영 테레사입니다.

인류 평화와 다양한 현안들, 특히 세계 곳곳의 평화와 인권 존중의 문제 해결을 위해서 동분서주하시는 교황님께 감사와 경의를 표합니다.

다름이 아니오라, 중국에 억류된 탈북자들이 강제북송 되어 무자비한 고문과 강제처형을 당하고 있는 현실을 교황님께 직접 말씀드리고 도움을 요청 드리고자 이렇게 서신을 드립니다.

북한에서는 지금도 많은 사람들이 맞아 죽고, 굶어 죽고, 얼어 죽고 있습니다. 포악한 정치 때문에 그렇지요. 그러한 현실을 피해 북한주민들은 중국으로 탈출하게 됩니다. 하지만 중국은 탈북자들을 단순히 ‘불법월경자’로 취급해서 북한으로 되돌려 보내고 있습니다.

탈북자들은 북송되면 심한 고문을 받기도 하고 탈북 횟수가 많거나 교회의 도움을 받았던 사람들은 공개처형을 당하기도 합니다. 더욱이 김정일 뒤를 이은 후계자 김정은은 3월 말까지로 정한 ‘김정일 100일 애도기간’ 중 탈북한 사람들을 민족 반역자로 보아 3대를 멸족(滅族)하겠다고 밝힌 바 있습니다.

교황님, 

북송되는 탈북자들 중에는 부모를 잃고 남쪽의 형제를 찾아 나선 10대 소년, 남한에 부모를 두고 있는 10대 소녀, 탈북과정에서 태어난 생후 20일된 갓난아기와 14개월 된 아기, 그리고 산모와 70대 노인도 포함되어 있습니다. 이렇게 갓 태어난 아기와 산후조리도 못한 임산부, 미성년자, 노약자들을 마구잡이로 강제북송 시켜 그들을 죽음의 구렁텅이로 집어넣는 일이 이제는 더 이상 계속되지 않도록 도와주세요. 하느님의 형상대로 태어난 이들의 생명과 안전을 제발 지켜주세요. 중국이 더 이상 반인도적이고 반인륜적인 처사를 자행하지 않도록 교황님께서 한 말씀 해주세요. 교황님의 한 말씀이 여러 무고한 생명들을 살릴 수 있습니다. 그래서 탈북자들이 난민으로 인정받아 그들이 가고 싶은 나라로 갈 수 있도록 도와주세요. 그들도 우리와 똑같은 하느님의 자녀이자 우리의 형제자매들입니다.

저는 인간의 가장 근본적인 권리인 생명의 가치를 수호하는 헌법학자로서, 그리고 국회 외교통상통일위원회 소속 의원으로서 이 문제를 해결하기 위해 지난 2월 20일부터 중국대사관 앞에서 11일 동안 단식을 하기도 했습니다.

그 결과 미국의회와 UN인권이사회에서 탈북자 북송반대 결의안이 나왔고, 전 세계 의원들이 이를 우려하는 성명을 발표했으며, 미국, 캐나다, 일본 등 각지에서 세계 시민들이 이들의 강제북송을 반대하는 집회를 가졌습니다.

그러나 중국은 아직도 탈북자 강제북송정책을 계속하고 있습니다. 이제 중국을 변화시킬 수 있는 분은 교황님 밖에 없습니다.

중국 내 탈북자의 북송 문제를 해결하기 위해 무엇보다 중요한 것은

국제사회가 한 목소리를 낼 수 있도록 정신적 지주이신 교황님께서

함께 목소리를 내어주시는 것입니다.

한 생명이 천하보다 귀하다고 하신 하느님의 말씀처럼

하느님의 형상대로 빚어진 인간의 존엄성이 짓밟히지 않도록

교황님께서 적극적으로 나서주시기를 부탁드립니다.

북한이 탈북자들을 사지(死地)로 내모는 극단적인 선택을 하지 않도록

교황님의 깊은 관심과 조치를 다시 한 번 간곡히 부탁드립니다.

중국 공안과 북한 당국의 서슬퍼런 감시로, 지금 이 순간에도 탈북자들은 숨을 곳을 찾아다니고 있습니다. 이들 탈북동포들에게 큰 힘이 될 수 있도록 부디 교황님께서 한 말씀만 해 주실 것을 엎드려 간곡히 비옵니다.

교황님의 건강과 한 말씀 해주시기를 간청 드리며 하느님 보시기에 참으로 좋은 세상이 하루 속히 이 땅에 오기를 소망합니다.

My name is Sun-young Theresa Park. Soon I will be retiring from the Republic of Korea's National Assembly and returning to the professorial community.

Let me, first of all, express my deep gratitude and respect for Your Holiness' difficult and continuous work on a range of issues worldwide, particularly those that relate to universal peace and human rights protection. 

I am writing to remind you of China's forceful repatriation of North Korean defectors and its inhumane treatment of captured escapees, and to ask for your help in addressing this tragic situation. 

Even at this moment, people are being beaten, starved, or frozen to death in North Korea as a result of that state's tyrannical rule. Desperate to escape this brutal reality, a large number of North Koreans are fleeing their country for China. The Chinese government, however, classifies such defectors as "illegal migrants" and sends them back to the North. 

Once returned to the North, defectors are subjected to life-threatening torture, or even public execution if they had crossed the border multiple times or had received assistance from Christians. An even harsher punishment was recently added: Kim Jong-un, the regime's new leader, declared that he would exterminate three generations of any family with a member caught defecting from the country during the 100-day period of mourning for the late Kim Jong-il, as punishment for betraying the homeland.

Your Holiness,

Among the repatriated defectors are a parentless teenage boy seeking to reunite with his brother in South Korea; a teenage girl left behind by her parents, who are now living in the South; a 20-day-old infant who was born during an escape; a 14-month-old baby; a pregnant woman; and a 70-year-old senior citizen. Even such weak persons are deported and suffer dire consequences, and I beg you to help put an end to this atrocity. Please provide shelter to these people, who were also made in the image of God, by discouraging China from continuing its inhumane actions. Your message to China would save countless innocent lives. If North Korean defectors are granted refugee status, they would be able to live in the country they desire, away from Pyongyang's repression. As children of God, they deserve this.

Your Holiness,

I am a constitutionalist and an advocate of the most fundamental human right: the right to life. In my role as a member of the Korean National Assembly's Foreign Affairs, Trade and Unification Committee, I went on an 11-day hunger strike from 20 February this year outside the Chinese Embassy in Seoul to protest Beijing's crackdown on North Korean defectors. The demonstration led the United States Congress and the United Nations Human Rights Council to adopt their respective resolutions against the Chinese repatriation policy, which were echoed by statements from many lawmakers around the world. There were also civil gatherings in countries such as the United States, Canada, and Japan, to name a few, in opposition to forced repatriation of North Korean escapees.

Nevertheless, China still holds on to its rigid policy. And Your Holiness is now the only one we can rely on to break the status quo.

Solving this human rights problem requires the global community to speak in one shared voice, and I politely ask you, as our spiritual leader, to take part.

The Lord said one soul is more precious than the entire world, and your help is essential to protecting the precious souls of our brothers and sisters in the North. Your attention and response to this issue would keep North Korea from continuing to take extreme, deadly measures against its defectors.

Even as we speak, many escapees must be wandering the countryside of China, looking for places to hide from the authorities' incessant searches. Please give them strength with a word of consolation and hope.

I conclude my letter by begging you once again for your outspoken stance on this pressing issue of human rights in China and North Korea.

I pray for your good health, and for this world to become a better place deserving of God's love.
